1. Does the British Council work in Russia?
In June 2025, the Russian Government announced a ban on all collaboration with the British Council. The ban is related to a change in Russian legislation that impacts organisations linked to foreign governments that are viewed as undesirable by the Russian government.
We do not have programmes or staff in Russia and are not able to work there at the present time.
2. Can Russians access globally available programmes?
We believe that it is vital to maintain on-going dialogue between people and institutions around the world. Access to cultural content and educational opportunities is especially valued by young people who wish to remain connected to a global community.
Everyone is welcome to use our global programmes. However, when making your decision you should consider the full implications of the Russian Parliament's ruling described above. Unfortunately, we are not able to provide advice on the ruling.
